Terms of Reference
The Electoral Affairs Commission is an independent, apolitical and impartial body established under the Electoral Affairs Commission Ordinance. It is responsible for:
- considering or reviewing the boundaries of Legislative Council geographical constituencies and District Council geographical constituencies for the purpose of making recommendations;
- the conduct and supervision of elections and regulating the procedure at an election;
- the conduct and supervision of the process for the formation of the Election Committee;
- the supervision of the registration of electors and the promotional activities relating to registration;
- reporting to the Chief Executive on any matter relating to elections and any process for the formation of the Election Committee; and
- taking appropriate steps for the purpose of ensuring that elections are conducted openly, honestly and fairly.
